Wiener Neustadt is the second largest town of Lower Austria and a town with its own statute. Its history begins around 1192: Duke Leopold V had the new town built with the ransom that had been paid for the English king Richard the Lionheart. From that time the core of the cathedral still stands, consecrated in 1279, and in the castle the Theresian Military Academy has been teaching since 1752, founded by Maria Theresa a year earlier. Anyone who sees the town for the first time expects a dense old core after such a history. The inner city is a blue short-stay parking zone across its whole area: Monday to Friday from 8 to 16:30, Saturday from 8 to 12, free on Sundays and public holidays, and the parking time is limited to three hours. Three hours sound like a lot until an instrument is carried down from the third floor and the van is not supposed to be moved twice in the meantime.
